Photo Judith VosMy fellow Chartered Accountants, on behalf of the Western Australian Council and State office, I am pleased to present our annual report. As you will see from our report, both the Council and State office have been very active in advancing the interests of Chartered Accountants in WA.  
 
Each year, the Council looks to promote development and change in the Institute. In 2007/08, Council has been active in further building relationships with government, academia and other professional accounting organisations, to ensure we continue to work effectively with these groups, and the challenges and importance of the future of the accounting profession are well recognised and understood.  
 
In addition, Council has been involved with, and supportive of a number of Careers Marketing initiatives managed by the State office. These initiatives have been focused on secondary school students and include presentations, the 'Most Outstanding Student' award program and the ‘Meet the Leader’ event.  
 
I’m delighted to report that for the fifth consecutive year, the State office has been ranked as the most successful in Australia, with an 94% satisfaction rating with its service. Congratulations to the WA team!

Council 
 
Council meetings continued to be held in external venues. These included Deloitte, University of Western Australia, HLB Mann Judd, PRT (Busselton) Burswood Casino and Resort Complex, Butler Settineri, Woodside, Small Business Development Corporation, MGI Bridge Partners and Curtin University. Thank you to these organisations for their hospitality and support.  
 
Council, in conjunction with the State office, also participated in a number of forums with Chartered Accountants and other stakeholders to gain feedback from members and to build relationships with the broader business community in WA. Meetings included those with Managing Partners of Big 4 firms and RSM Bird Cameron in March 2008 and a lunch meeting with the Office of the Auditor General in April 2008. 
 
The Chartered Accountants in Business (CABs) panel also holds its meetings in external venues, providing them with an opportunity to meet with members working in commerce and industry executives. Meetings were held at Macquarie Bank, Grange Consulting and Australian Capital Equity. Again, thank you to these organisations for their hospitality and support.

WA achieved 65 news items in 2007/08 (2006/07: 83). Topics included the Tax Phone-In, State Budget, Skills Shortage and Business Forum 
 
Once again, the Institute’s Federal Budget analysis was included in The West Australian newspaper in May. Our thanks to Deloitte, Ernst & Young, KPMG, Grant Thornton, Pitcher Partners and RSM Bird Cameron for their continuing support. The Institute and its members provided an analysis of the changes in State taxes in the WA State Budget with contributions from Barrington Partners, Ernst & Young, Grant Thornton, PricewaterhouseCoopers and RSM Bird Cameron.  
 
The Institute, in conjunction with The West Australian newspaper, also conducted a Tax Phone-In service in July to provide tips and hints in relation to personal, small business and rental property taxation to readers preparing their 2006/07 tax returns. A team of 14 Chartered Accountants were on-call to assist with more than 256 callers between 6.00pm and 9.00pm as well as 61 email enquiries. Our thanks to the Chartered Accountants who volunteered their time and The West Australian’s Brett Lane for supporting the Tax Phone-In and making it such a success.  
 
The State webpage has continued to be popular with an average 220+ visitors per month. A feature of the web page is Notice Board which provides a free service to members and is an excellent forum to buy or sell a practice or fees or respond to voluntary positions available. 
 
W.S. Lonnie Awards  
The W.S. Lonnie Awards hosted by the Institute of Public Administration Australia are presented for excellence in State Government annual reporting. The Institute again sponsored a “Chief Financial Officer of the Year” award and this was won by Larry Rudman from GESB.

The Institute extends its congratulations to the following members on their achievement:

  • Fifty-two Chartered Accountants celebrated 25 years of membership, one hundred and twenty one celebrated 10 years of membership and fourteen celebrated 40 years of membership in 2007. Certificates of recognition were presented at the Annual General Meeting.

  • Julie Keene CA and Joe Pierluigi FCA were also recognised at the Annual General Meeting for their contributions to the accounting profession in WA.
 
New Member Ceremony  
Seventy eight new members attended the annual Presentation of Certificate Ceremony in February at the Perth Convention Exhibition Centre, together with more than 150 family members, colleagues and guests. Jan Stewart, Chief Executive Office of Lotterywest, presented the occasional address and new members received their Certificates from the Institute’s National President Andrew Arkell FCA.

Training and Development  
 
Business Forum in May attracted more than 750 delegates with satisfaction rating of 82%. A number of successful one-day specialised conferences were held throughout the year on topics including property, accounting and financial reporting, resources and financial planning. 
 
Training and Development delivered just under 25 events in the last financial year, with a continued use of subject ‘cluster-days’ within these seminars, focusing on audit, accounting and tax. In-house Training has undergone major development, expanding its offering to accounting, financial reporting, audit and soft-skills and now services a wide variety of clients in public practice and commerce.

The Merit Award & Completion Ceremony held on 13 December recognised 21 candidates for merit across four modules and 54 candidates whom completed the CA Program. Candidates in the top 5% of module results nationally are awarded a 'Pass with Merit'. The candidate who achieves the top mark for each module is awarded regional Candidate of the Module. The award for Candidate of the Year 2007 was Felix Hudson. The Institute wishes to congratulate Felix and all other awardees on their achievements in the Chartered Accountants Program.

Business Breakfast Series

The Institute delivered six events featuring Elizabeth Nosworthy, Deputy Chairman of Babcock & Brown Limited (held jointly with AICD); Richard Goyder, Managing Director & Chief Executive Officer of Wesfarmers Limited; Saul Eslake, Chief Economist of ANZ; Des King, Managing Director and Chief Executive Offices of Caltex Australia Limited; Geoff Dixon, Managing Director & Chief Executive Officer of Qantas Airways Ltd; and Mick McCormack, Managing Director of APA Group. Over 1,100 members and their guests attended these six events.

The Federal Budget Breakfast was also delivered with Professor Neville Norman once again providing an entertaining and thought provoking budget commentary. The breakfast was attended by over 320 members and guests.

The Young Chartered Accountants committee support a number of events to engage with younger members and their peers in other professions. Each year they provide valuable assistance at our sporting events and the Institute's annual Quiz night. The event held in July raised just over $2,600 for Surf Life Saving WA.

ADVOCACY 
The Institute continued its active involvement in the new ‘Accounting and Finance Course of Study’ (AFCOS) for Year 11 and 12 students and during the year engaged Evelyn Hogg CA from Murdoch University to undertake a further review. Following this the CEO of the Curriculum Council, advised that the AFCOS had been accredited by the Curriculum Council, with the qualification of the academic review recommended by the Institute and CPA Australia. 
 
The independent academic review of the AFCOS, comprising our recommended panel of Len Therry (Edith Cowan), Peter Robinson (UWA) and Jo-Anne Kestal (Murdoch) is now underway. 
 
The Institute was alerted in late 2007 to proposed changes to the Real Estate and Business Agents Act 1978 (WA). The amending Bill was intended to remove red tape in relation to the licensing requirements for business agents and the Institute is supportive of these objectives. 
 
The Bill amends the Real Estate and Business Agents Act 1978 to provide for the making of regulations that will allow persons or classes of persons that undertake the role of a business agent, to be excluded from the definition of a ‘business agent’. This will effectively allow persons or entities (banks were cited as an example) to seek an exemption from the business agents’ licensing regime. The proposed changes would place members in Public Practice at a disadvantage as they would not be excluded from this licensing regime. 
 
The Institute has developed a submission to Government promoting the concept that Chartered Accountants, holding a Certificate of Public Practice, should be excluded from the definition of a ‘business agent’ under requirements of the Act. Thanks to Judy Vos CA, GiGi Visscher CA, Bruce Fielding CA and Mal Di Giulio CA for their assistance. 
 
The Institute lodged a joint submission with the Taxation Institute in relation to the Exposure Draft of The Duties Bill 2007 (WA). Based on submissions received the Treasurer has agreed to make a number of amendments to ‘The Duties Bill’, the most notably being “A binding pre-determination process to enable a person contemplating a transaction to ascertain whether the Commissioner will invoke the general anti-avoidance provision has been included.” 
 
CAREERS MARKETING 
Careers Marketing highlights included:
  • Over 380 students attended the Vacation Employment Evening in August Photo Representatives from Woodside Energy and studentsto speak to 24 employers offering paid vacation work experience
  •  
  • Over 380 students attended the Employment Evening in March to speak with 38 employers
  •  
  • 207 Year 12 students and 158 parents and guests attended the Cadetship Evening in June to speak with 15 employers offering cadetships
  •  
  • 276 Year 10 and 11 students from 16 schools attended Meet the Leader to network and talk to 42 business leaders about their careers, day to day work activities and how they got to where they are today
  •  
  • 69 Chartered Accountant speakers made presentations to tertiary and secondary school students to promote our profession and Careers Marketing events. More than 67 university lectures were visited with 26 secondary schools receiving a presentation by Institute speakers.

Most Outstanding Student Award Program  
 
John Palermo CA and studentsThe Institute continued to expand its ‘Most Outstanding Accounting Student’ award program for secondary school students with an Economics Award being introduced in February. The awards involve the provision of $500 per award in funding, covering the granting of the prize for a period of five years and are open to all secondary schools in WA (Perth metropolitan, regional and rural WA) where accounting and economics are offered as a TEE subject.  
 
As at 30 June, 51 schools are involved in our program with 16 schools offering both Accounting and Economics prizes and 35 schools offering Accounting prizes. New schools to the program this year include Belridge Senior High School, Wanneroo Senior High School, Carine Senior High School, Ballajura Community College, Ocean Reef Senior High School, Gilmore College, Mandurah Baptist College, Peter Moyes Anglican School, Margaret River Senior High School, John Calvin Christian College and Mt Lawley Senior High School.

The awards are significantly enhancing the Institute’s profile amongst teachers, parents and students in secondary schools and encourage more students to further consider a career in Chartered Accounting. 
 
APPRECIATION  
Operating the most successful State office in Australia (again this year) from the viewpoint of members was achieved by having strong and committed constituents including the Council, Institute staff, members who volunteer their time and our sponsors. See Council, Committees and Volunteers List for year ended 30 June 2008  
 
On behalf of the Council and members, I wish to express sincere gratitude to General Manager, Con Abbott and the State office staff Mandy Clancy, Helen Clune, Claire Curnow, Tina Donovan, Liz Farrell, Amy Fidler, Sam Huigens, Sarah Lumsden, Brian Martin, Fran Ooi, Jacqueline Pace, Erin Pawson, Melanie Rowe, Liza White and Jan Wood for their dedicated work in promoting the Institute and providing service to its members. Again during 2007/08 the WA office has continued to deliver a high standard of events, products and service to the membership and it is impressive to witness the effort and attention the staff put into providing these services.  
 
The Institute has again excelled during the year in hosting events including the Business Breakfast series, which featured Richard Goyder (CEO of Wesfarmers) and Geoff Dixon (Managing Director and CEO of Qantas Airways Ltd), the Cadetship evening, Business Forum, Chartered Accountants Local News, ‘Sharing Knowledge’ series, Sporting events, ‘Meet the Council’ breakfasts, WA State web page and the New Members ceremony.  
 
The Institute exists because of its members and for the benefit of members. I thank the Chartered Accountants who have generously volunteered their time and knowledge in the advancement of the Institute for the benefit of all members. I also invite members to actively participate in Institute matters for the betterment and advancement of our Institute, for example: host a Council or CABs panel meeting; attend an Institute training & development seminar; respond to a survey; attend the annual general meeting; act as a Focus Session Leader; participate in a Careers Marketing event like the Employment Evening or volunteer your time to assist with government lobbying. It will be a rewarding contribution that will support the Institute to grow and prosper.
