VALE - The Honourable Sir Charles Court AK KCMG OBE

Photo Sir Charles CourtSir Charles Court was born in Crawley, Sussex in 1911 and his parents migrated to Australia in 1912 when Charles was six months old. His first job was in 1927 aged 16, as an office boy for lawyers Robinson Cox & Wheatley (now Clayton Utz), although it was only for six months. To be an articled clerk his parents needed to pay a premium of one thousand guineas and be articled for five years, however, they could not afford this. A partner, Ross McDonald, suggested he do articles with their auditors, Burkett and McLaren (later McLaren & Stewart). He joined the firm and gained great experience particularly from Horace Stewart (Chairman of the Institute’s WA Council, 1954 to 1957). 
 
He qualified as a Chartered Accountant in March 1933 and the next year as a member of the Chartered Institute of Secretaries. Sir Charles, paid three pounds per week after qualifying as a Chartered Accountant, asked for an increase because he was virtually in charge of the firm's taxation, bankruptcy, receiverships and liquidation. An increase was not paid, but on leaving McLaren and Stewart, he was paid a retainer of six pounds per week to work for two hours per day for 12 months.  
 
Life was difficult in the early 1930s, in the midst of the Great Depression and in a new public practice. He borrowed the dining room table and chairs from home for his ten shillings a week rental office.  
 
The State Manager of the National Bank identified the talent of Sir Charles and helped him with clients that needed his expertise. He was given ten bankruptcy clients who paid little in fees but he got nine of them back into business. Sir Charles was also an excellent cost accountant and in his early days designed a costing system for Zimpels furniture factory. 
 
Soon after that Sir Charles developed a cost system for Browns Burns bakery. On every fourth or fifth Friday, staff would provide the profit figures by the afternoon. The income and expenditure were all divided by the number of bags of flour used, which identified any shortfall or thefts. He loved business management and costing problems. 
 
In 1936 he married Rita Steffanoni and built a house in Dalkeith where he lived until recent years. He had five sons with Victor, the eldest, trained in the old firm of McLaren & Stewart and later to become a partner with Sir Charles in Hendry Rae & Court.  
 
The first Hendry Rae & Court was formed in 1938 with the separate practices of Sir Charles, Campbell Hendry and Harvey Rae. Hendry and Rae were veterans of the First World War and nearing retirement age.  
 
The Institute owes a great debt to the partners of Hendry Rae & Court because Campbell Hendry, Harvey Rae, Sir Charles Court, Harry Kitson and Ross Ledger all served as State Registrars, covering a 35 year period between 1930 and 1965. Sir Charles was the Institute’s WA Registrar between 1946 and 1952, served on its Council between 1952 and 1955, honoured with a life membership of the Institute in 1982 and recognised as Chartered Accountant of the Year in 1983.  
 
In 1940, Sir Charles enlisted in the army as a private and rose quickly through the officer ranks, retiring in 1945 as a Lieutenant Colonel. He served in Bouganville on all fronts and was selected to head the Australian force to disarm 27,000 Japanese servicemen in Bouganville at the end of the war. 
 
In 1953 several leading businessmen and Liberal party supporters enticed Sir Charles to stand for the seat of Nedlands. He won the seat and said he would only go into Parliament for six years, however, for many different reasons he stayed for 29. Western Australia and the national economy greatly benefited from his contribution to the development of the State’s resource industries, particularly in the areas of iron ore, alumina and gas. 
 
The newspapers have covered his political life in full. On reflection, the great success of Sir Charles, the politician, was that he was a highly skilled and experienced Chartered Accountant. He had the commercial acumen to deal with the big resource development contracts that were negotiated during his years as Minister for Industrial Development in the Brand Government and as Premier. 
 
More Chartered Accountants should follow Sir Charles and give their experience and knowledge to the political world. Since 1953 there have been only three Chartered Accountants in (the) WA Parliament:

  • Sir Charles Court, Premier & Treasurer 1974 – 1982, Minister for Industrial Development, Railways and the North West 1959 – 1971
  •  
  • Hon Ray Young, Minister for Health, Community Welfare 1978 – 1982
  •  
  • Hon Max Evans, Minister for Finance, Racing and Gaming 1993 – 1999.

A core role of the Institute is to encourage new graduates to enter the accounting profession and undertake the Chartered Accountants Program. A strong, clearly differentiated brand is essential in meeting this objective. Behind the scenes there are a number of initiatives, which are undertaken by the Institute targeting both tertiary and secondary students.  
 
With an increase in the number of employers participating in the Institute’s initiatives outlined below, members are recognising that a partnership with the Institute is a passport to gaining access to the best and brightest talent.  
 
Students portal  
This portal on the Institute’s website allows students to learn more about the career path to becoming a Chartered Accountant, what’s on at the Institute as well as a Jobs Lounge to search for graduate positions, work experience or vacation employment. Employers have the opportunity to advertise graduate and vacation employment and traineeships free of charge.  
 
Chartered Accountants Speakers program 
This program provides speakers with the knowledge and skills to deliver effective and motivating presentations to secondary and tertiary students about career opportunities for Chartered Accountants.  
 
Having Chartered Accountants address students, especially at their former university or high school, has proven to be an effective way to communicate the Institute’s brand and career messages. The 2007 Speaker Program included around 26 individuals from both business and public practice.

Most outstanding accounting student award  
The Institute has introduced a Most Outstanding Accounting Student award program for secondary school students in order to raise the profile of accounting and the Institute in the secondary school arena.  
 
The award involves the provision of $500 in funding by the Institute, covering the granting of the prize for a period of five years. It is open to all secondary schools in WA where accounting is offered as a TEE subject. The school is given the discretion to adjudge the recipient, including whether it is awarded to a Year 11 or Year 12 student. To date 46 schools have taken up this exciting opportunity. 
 
Secondary school students – Chartered Accountants Cadetship (June)  
Cadetship allows school leavers to commence work with an employer of Chartered Accountants while undertaking their university degree. The Cadetship program is run in a similar manner to both the Vacation and Employment evenings in the form of a tradeshow, where students can network with potential employers and find out more information about opportunities in the profession.  
 
Undergraduates - Chartered Accountant Achiever  
Achiever is a program that selects the best and brightest first year accounting students from universities that offer accounting in a business/commerce degree and offers undergraduates a 2-4 week paid work placement with chartered employers. In 2007 16 employers offered 27 Achiever placements.  
 
Second / penultimate year – Vacation Employment evening (August)  
This event is designed to promote the benefits of work experience to tertiary students. Taking the form of a tradeshow, students have the opportunity to network with the employers of Chartered Accountants and find out more information about work experience and graduate employment opportunities. More than 370 students attended this event in 2007 to speak to 24 employers offering paid vacation work experience placements.

Students attending this event are able to gain a greater insight into a Chartered Accounting career and obtain information about potential graduate opportunities. This event is often a precursor to many firms’ recruitment program. 400 students attended this event in 2007 to speak with 32 employers.

Judith Vos has been elected Chair of the WA Council for 2008. 
 
Judith was admitted to membership in 1981 and has been a member of Council since 2003. She is also a member of the Chartered Accountants Advisory Group, panellist for the West Australian Newspapers/the Institute's Tax Phone-in and the Tax Practitioners Advisory Group with the Australian Taxation Office. Judith commenced public practice in partnership with Michael Beaver in 1984 as Beaver Vos.  
 
Judith would like to actively encourage the participation and involvement of all WA members in the Institute's activities and programs in 2008.  
 
Tony BevanTony Bevan (Vice Chair)  
 
Tony Bevan has been elected Vice Chair of the WA Council for 2008. 
 
Tony was admitted to membership of the Institute in 1988 and has been a member of Council since 2003. He is also a member of the Business Forum Taskforce and is an Executive Director - Assurance & Advisory Business Services at Ernst & Young. 
 
 
 
Jo-Ann LongMeet new Councillor Jo-Ann Long 
 
Jo-Ann was elected to the WA Council effective from 1 January 2008. 
 
Jo-Ann was admitted to membership of the Institute in 1992. She has been a member of the Chartered Accountants in Business Panel since 2005 and was appointed as its Chair in 2007. She has also contributed to the Business Forum taskforce for the past three years.  
 
Jo-Ann values the Chartered Accountant qualification and wishes to ensure that the Institute continually receives feedback and remains relevant to members who work outside of public practice. 
 
John PalermoMeet new Councillor John Palermo 
 
John was elected to the WA Council effective from 1 January 2008.  
 
John was admitted to membership of the Institute in 1999. He has been involved with various programs conducted by the Institute over the past six years and in 2006 had the honour of being awarded the Presidents Prize for contribution to the Institute. During this time he has been a panellist for the West Australian Newspapers/the Institute's Tax Phone-in, a guest speaker at Careers Marketing events, a mentor for Chartered Accountants Program candidates and a Focus Session Leader in Australia, Singapore and Malaysia.  
 
John is a Director of Palermo Group Pty Limited. 
 
John is looking forward to serving as a member of Council with a particular emphasis on young members both in public practice and industry and the value they bring to the profession and its future.

Andrew Arkell named President 
 
Andrew Arkell has been appointed President of the Institute for 2008. 
 
The appointment follows a series of posts Andrew has held for the Institute, both on Queensland Regional Council and as a National Board member since 2004. As President, Andrew will lead the Board in setting and governing the strategic direction of the Institute. 
 
Based in Queensland, Andrew is the Head of Corporate and Advisory Services at fund management firm Queensland Investment Corporation (QIC) and has more than 24 years business experience to draw on. His roles in Chartered Accounting firms, government and in commerce will help Andrew understand the diverse needs of more than 46,000 members. 
 
Commenting on his appointment, Andrew said, “Accounting is a profession that continues to be diversified as more demands are placed on business. Chartered Accountants play an integral part in the Australian economy and I am looking forward to representing all sides of the membership in this important role.”

The Institute takes great pleasure in announcing the Chartered Accountants Program's highest accolade, Candidate of the Year to Felix Hudson, Mainsheet Corporate. 
 
The 'Candidate of the Year' award is presented to the candidate in each region who has attained the highest mark of all candidates and completed the Chartered Accountants Program in the past 12 months from 1 October to 30 September 2007. The award is recognition of an outstanding achievement given the high calibre of candidates who completed the Chartered Accountants Program this year. The winners from around the country are presented with a certificate, plaque and $1000 cheque.

Merit awards and Candidate of the Module recipients celebrated another successful awards and completion ceremony on 13 December 2007 at the Duxton Perth Hotel joined by guests, firm coordinators, focus session leaders, Councillors and Institute staff.  
 
Candidates in the top 5 percent of module results nationally were awarded a 'pass with merit'.  
 
The Institute congratulates all candidates on their outstanding achievement. Candidates who have completed the Ethics & Business Applications (pictured left) and transitional candidates who completed the Chartered Accountants Program with either Audit & Assurance or Management Accounting & Analysis modules, attain a graduate diploma and become eligible for Institute membership, pending the completion of their qualifying service period.

'Global and Australian economic outlook for 2008 and beyond' 
 
On Tuesday, 27 November 2007, 200 members and guests filled the Kings Park Function Centre to receive an economic update breakfast presentation from Mr Saul Eslake, ANZ’s Chief Economist. 
 
Saul’s presentation covered, amongst other things, the sub-prime crisis in the US and the effects this is having - and will continue to have – on international currencies, economies and interest rates.

Some interesting points Saul highlighted in his presentation included;
  • The US corporate sector is in much better shape than it was at the beginning of the decade, with the debt to equity ratio lower and employment stronger
  •  
  • The effects of the housing market decline is unlikely to be as severe as the share market decline earlier in 2007
  •  
  • Continued strong growth is expected in developing countries
  •  
  • The interest rate increases imposed by the Reserve Bank has cost Australian households $10 billion, however, the Federal Government’s tax cuts have increased Australian household spending by $21 billion!

Financial planning papers released 
 
The Institute has recently released two papers tackling the key issues facing the financial planning industry. 
 
Both Key observations: A forum on the financial planning industry and Reinventing financial planning are the latest instalment in the Institute’s leadership initiatives, which aim to look ahead, question and positively influence the growth of the accounting profession.  
 
The white paper Key observations: A forum on the financial planning industry was produced as a result of a financial planning forum facilitated by the Institute in July 2007, to discuss the Institute commissioned leadership paper Reinventing financial planning written by Chartered Accountant Robert Brown. 
 
The forum, which was designed to encourage open communication and debate in the industry, brought together: industry associations; consumer advocates; regulators; product manufacturers; ‘dealer’ groups; and practitioners. 
 
The key issues debated at the forum and raised in the white paper included:
  • The issue of professionalism and the financial planning industry
  •  
  • The importance of financial planning education and qualification standards
  •  
  • The further development of a pro bono culture among the planning sector
  •  
  • The enhancement of consumer financial literacy within an evolving industry
  •  
  • The ongoing real and perceived issue of remuneration and conflicts of interest.
The various views discussed at the forum are presented in the white paper. It is important to note that while there were areas of disagreement, there was unanimous agreement that the industry needs to work together to address the key issues raised in the white paper.  
 
By publishing both papers, the Institute acknowledges that many of its members are involved in the financial planning industry and recognises that it is a growing area for many of its members.

Key announcements from the Global Accounting Alliance 
 
Summary of the key announcements from the Mexico City board meeting last year. 
 
The Global Accounting Alliance (GAA) board met in Mexico City last year. Key announcements were as follows:
  • The GAA has successfully increased member benefits and value added services through overseas support mechanisms. It has also promoted the international portability of qualifications while always ensuring public interest is retained
  •  
  • The GAA’s focus for 2008 and beyond is on leadership on issues of convergence in particular in the capital markets; relationships with the global firms; relationships with regulators; and liabilty reform in respect of sharing information on what has been achieved in Australia
  •  
  • The GAA will present a leadership paper in mid 2008 with views of key personnel within the major regulator bodies
  •  
  • Excluding the American Institute of Certified Public Accountants, in principle an agreement has been reached that local tax and company law will no longer be required for GAA members, unless they are a principal in a public practice firm or need to for registration purposes, in order to seek membership of each others' Institutes. Formal approval from boards and councils is being reached
  •  
  • Each member’s Chartered Accountants education program will now be recognised equally
  •  
  • Institute of Chartered Accountants in England and Wales reported back on the European common content program being developed for accounting education.
In addition, the Institute has acquired more than 2000 registrations from GAA members in Australia who have signed up with us to receive Institute benefits.

2008 New Members Ceremony 
 
The New Members Ceremony is conducted annually to welcome new members who have been admitted as Chartered Accountants in the past twelve months. This years’ ceremony will be held on Thursday 21 February at the Perth Convention Exhibition Centre.

On Wednesday, 19 December 2007 Ben Della Vedova CA (pictured above left), Chairman of the Young Chartered Accountants committee presented a cheque for $2619.84 to Paul Andrew (pictured above right), CEO of Surf Life Saving WA. The funds were raised at the 2007 Charity Quiz night. 2007 was the Year of the Surf Life Saver and has been a record year for the charity in terms of fund raising.

Basil was listed in the Top 50 honour roll for the second time having achieved Masterclass status in 2004.
