Hello from Simon Top five concerns for global chief financial officers I subscribe to CFO.com and found from an Australian perspective it is interesting to see what is troubling CFO’s in Asia, USA and Europe. The cost and availability of labour, appears to be troubling CFO’s globally. Above all they fear that an array of intensifying economic pressures will finally affect the giant US consumer market and their normal insatiable demand for goods and services. Particularly in the USA the costs of fuel and healthcare are pushing the once indefatigable US consumer to finally turn away from the shopping malls and find new leisure pastimes, which don’t require spending, I suspect. Throw in the sub prime debacle and that the banks are finding it hard to lend; trust each other in the wholesale markets which is also putting pressure on the cost of bank funding and hence interest rates. Incidentally for those of us who find it difficult to understand the sub prime problem there was a great "stick man" powerpoint slide doing the email rounds which puts the extent of the problem in plain English. Sadly, I can’t link it in for you, as some of the wording is a little to "plain" English. Back to the survey, the cost of labour and the skills shortage ranks first and second in Asia and Europe, which is no surprise to the capacity constrained, developing global economies and Australia with our skilled labour market shortages. State Chair's News I am delighted to be writing my first message to Queensland members in our own Local News. On being elected as the regional chair of the Institute for 2008 I am honoured by the trust placed in me by the membership and my fellow Councillors. The Institute is what it is today through the work and contribution of many outstanding and committed people who gave freely of their resources and talents. I hope your 2008 Regional Council can continue to build on this contribution. This year, the Institute celebrates its 80th anniversary and there will be special functions in each State to mark the occasion. Throughout, the Institute has served its members well and also served the wider interests of commerce and the community. I am proud to have been a member for 32 of those 80 years and hope that in 2008 I can contribute a little back. The Institute has, in many and different ways, been at the foundation of my working life and I know this to be true for many of you. To be involved at Regional Council level is a special opportunity because the Council plays a critical role as a communication link between the Board and members. Having a direct interface with members and also a link to the Board gives us the opportunity to ensure members views and interests are well communicated and represented. The 2008 Regional Council is representative of the diversity of our membership base, geographically and technically and we are honoured that our 2007 Regional Council Chair and continuing member, Andrew Arkell, is the 2008 National President. You can meet your Regional Councillors on this site at Regional Council has delegated tasks by the Board and also prepares its own plan for the year. In 2008 we will build on the work of the previous Council - we will meet with members in practice, commerce, government and academia in Brisbane and south east Queensland as well as regional Queensland. We will continue to represent the Institute in advocacy and public interest activities. I hope we speak to many of you during the year. The Chartered Accountants Program of course continues to be an important element of Institute activity – it is a large part of our past, our present and our future. Regional Council takes a keen interest in the results and developments in this area and welcomes feedback from members and participants. In early February, the Chairmen of our Member Groups from all over Queensland met in Brisbane. This annual conference enables the Chairmen to convey the interests and concerns of members to Regional Council and management. It is clear that the difficulty in attracting and retaining qualified staff is a major concern to practitioners and Chartered Accountants in general. The Board invites each Regional Chairman to attend a Board meeting during their term as an observer. I attended the February board meeting held in the Sydney office. It was helpful and interesting to do this and especially so early in my term. I believe Queensland members have a lot to contribute and also some different perspectives that can help inform the wider interests of the Institute. On 26 February we will welcome 70 new members at the Brisbane certificate presentation and hope that it will be a memorable occasion for them. I look forward to working with Simon and the Brisbane office team in the coming year. Their efforts for members and support for the Council are well known and I am sure they will make sure it all run smoothly. Member Services Regional Group Chairmen's Conference February 11 2008 Our annual get-together of representatives from each of our regional centres was once again received well by all those who attended last month. The day was filled up with relevant updates from various areas of the Institute's activities, and highlights included:
- Bill Palmer, GM Standards & Public Affairs, updated the group on lobbying activities, thought leadership projects and various aspects of taxation and regulatory affairs.
- Catherine Kennedy, Professional Standards Consultant, who provided an overview of the recently-introduced Professional Standards Capping Scheme
- Christopher Hurling, Careers Marketing Relationship Manager, who gave an update on the various on-line campaigns and activities that the Institute is utilising to align itself more fully with the student community.
In addition, each regional chair was asked to provide their thoughts on the three things that most keep them awake at night, the outcomes of which could be condensed into five key areas to be put forward to the Queensland State Council, as follows: Practice Management and Development Compliance and staffing issues appear to be "bogging" our members down and impeding their ability to develop their practices. Succession planning therefore is difficult to achieve. Staffing The skills shortage, succession issues, retention and motivation of staff appear to be key issues for members, as well as how to meet the expectations of the generation Y. Training and Development Access to and relevance of regionally-delivered training remains a major issue for members. Chartered Accountants Program The major issue here for members is the accessibility and quality of the Program for their candidates in regional areas. Compliance/Regulation/Institute Lobbying Since it is becoming harder to develop one's practice with such a heavy compliance burden, more needs to be done by the Institute to represent, support and work on behalf of its regional members to assist with their issues. Careers Marketing This year, the Institute will become more involved with schools across Queensland in an effort to become part of their Careers Program and Business Department. A number of Queensland schools have been contacted and offered a presentation to address accounting and the decline in student enrolments. The Institute’s Careers Marketing team will be hosting a series of events to promote the field of accounting and to equip students with the necessary information needed to achieve their career goals. The Cadetship evening (6 August) and Meet the Business Leader (27 August) will be pilot events for the Institute in 2008, which are both targeted at capturing the high school market. These events will connect bright, young graduates with firms who can inspire and support them to reach their potential. There will be a 'Business Day' held at Central Queensland Universities located in Bundaberg, Gladstone and Mackay for Years 11 and 12 students. At this stage we are gauging the level of interest from local schools and firms who would like to participate. The event will run as an interactive information session where students can meet Business Leaders in the community, receive tertiary studies information and explore possible career paths. It will also provide an excellent opportunity for students to connect with university and firm contacts. Student Society set new record The Financial Management Association of Australia (FMAA) based at the University of Queensland has started the year off by setting a record with its member sign-on day at the UQ Market Day on 20 February. The FMAA which was founded by the University of Melbourne with Macquarie as gold sponsors has expanded to include the University of Sydney and the University of Queensland. The FMAA which is sponsored by a number of Chartered firms, including KPMG, Deloitte, O'Connells OBM, Ernst & Young, BDO Kendalls, Horwath, PricewaterhouseCoopers & McGrath Nicol & Partners, was signing new members even before the official opening of the event at 10.00am. Yvette Buse, President of the Queensland branch was overwhelmed with the result. "It was such a good, but stressful day". Ben MacNevin, Sponsorship Director for the Queensland FMAA was equally excited with the day. "We signed up around 450 students which is even greater than the total number of members we had last year" Ben said. New members received a membership bag with promotion materials from sponsors and a BBQ, manned by the FMAA committee helped to attract new members. Student societies are reaching students and the firms that sponsor the societies are set to reap the benefits. The skills shortage may be biting, but there are little things that any firm can participate in to find those elusive graduates. The FMAA will be manning a stand at the Chartered Accountants Graduate Night at the Brisbane Hilton on 1 April from 5:30pm. Certificates of Public Practice: significant changes for some members Changes to Certificates of Public Practice (CPPs) will mean a reduction in administrative red tape for many members. However, some members who did not previously require a CPP will now have to apply for one. The changes will be effective from 1 July 2008. What are the main changes?- Some members now require a CPP, when they did not previously. Similarly, some members who previously required a CPP, no longer do so. Members can use an interactive guide to clarify their position
- The Quality Review Program will continue to focus on members’ holding a CPP, but will now place reliance on members’ licensing obligations and the quality control procedures they have in place under the financial services legislation
- Members who are:
- An Australian Financial Services Licence representative
- An Australian Financial Service Licence authorised representative
- A holder of a statutory registration who does not offer the services that are detailed in the registration
are not required to apply for a CPP in respect of that qualification, but must notify the Institute of their status using this interactive guide
- Many members will now pay less for their CPP. The thresholds for the concessional nil rate will increase from $2000 to $7500, and the one-third rate will remain for members earning less than $25,000 ($50,000 for retired members). Cancellation/Upgrade form
- If members hold a CPA Australia practising certificate, they may qualify for an exemption from the Institute CPP. Exemption form
Why does the Institute require members to hold a CPP? Members work within a co-regulatory environment, and as such, the Institute is required to ensure the highest standards are being met. This helps the Chartered Accountants brand and reinforces the integrity of members in the business community. Figured it out yet? Business and commerce students are signing up in droves to the www.figureditoutyet.com.au website to take part in the national Chartered Accountants Student Challenge and win a trip to see the cause in action, in one of many overseas locations. The first challenge kicks off Monday, 3 March 2008 and offers university students the opportunity to use their university studies and apply their knowledge – just as they would in a real life business context. Students are competing for the opportunity to present their solutions to the organisations leaders and travel to see their cause in action as well as win Apple Mac laptops and iTouchs. The students also have the opportunity to rate each others ideas and make comments. The Chartered Accountants Student Challenge is the latest online initiative for the Institute which includes the Number 1 in Numbers group on Facebook and the Australian Courses application also on Facebook that allows the students to collaborate on ideas. The initiative is intended to introduce students to the Institute and Chartered Accounting at a critical time in their career decision process. Back to top

ANZ Business Banking partnership launch The Institute is pleased to announce the launch of its Business Banking partnership with ANZ. Results of IIN survey announced Managing a work life balance and dealing with health and stress are the main issues of concern for members within Australia and accountants around the world. Last year Chartered Accountant business members were invited to participate in the International Innovation Network (IIN) survey. The IIN comprises of 16 national accounting institutes in Europe, Asia Pacific and the Americas who share a desire to stimulate innovation and ensure quality in the products and services offered by and to their members. Results of the survey found that members are generally satisfied with most of the services offered by the Institute and are especially interested in leadership and management skills along with developing strategy formulation and execution. The worldwide surveys targeted two membership segments, accountants operating in firms (practice) and accountants operating in businesses. The survey included questions on what the Institute should be doing to serve the needs of members. The top 3 responses being - addressing the concerns of members, offering products and services and helping members stay up to date with regulation. Members in practice top-line results
- 91 per cent consider retaining quality clients as either very important or critical
- 84 per cent consider balancing work and personal issues as very important or critical
- 81 per cent deem attracting the right type of clients as either critical or very important.
Members in business top-line results
- The main reason for Chartered Accountants in business changing employers is for ‘better work’
- Over 60 per cent of respondents will not change jobs in the next two years
- Interesting and intellectually challenging work are the most important aspects to a job.
The findings of the surveys highlight the needs and issues that are of greatest importance to members. The Institute will use the results to assist members by developing and implementing products and services aimed to better serve their needs and requirements. Back to top
