Consultation meeting with Treasury - Clean Energy excise and fuel tax credit amendments
On 17 August 2011, the Institute met with Treasury, the ATO and the Department of Climate Change and Energy Efficiency to discuss the excise and fuel tax credit amendments under the Clean Energy draft legislation package.
Key issues raised by the Institute’s representative in the consultation meeting included:
- Announcement of carbon price and road user charge changes post 1 January 2015
- Fuel blends – compliance difficulties for fuel users that acquire products such as E10 or E20
- Fuel shortages around Carbon Tax introduction dates
- Elimination of fuel tax credits for heavy vehicles
- Apportionment of fuel usage
- Environment tests
- Reduction in competitive neutrality
- Calculation complexity.
Treasury will consider the above issues in the course of finalising the Clean Energy Bills, which are due to be introduced into Parliament in September 2011.
In addition, the Institute is preparing a formal submission to the Department of Climate Change and Energy Efficiency (with copy to Treasury) in relation to the above matters, which we expect to lodge on 23 August 2011.
