My fellow Chartered Accountants, on behalf of the Western Australian Council and State office, I am pleased to present our annual report. As you will see from our report, both the Council and State office have been very active in advancing the interests of Chartered Accountants in WA. Each year, the Council looks to promote development and change in the Institute. In 2006/07, Council has been active in further building relationships with government, academia and other professional accounting organisations, to ensure we continue to work effectively with these groups, and the challenges and importance of the future of the accounting profession are well recognised and understood. In addition, Council has been involved with, and supportive of a number of Careers Marketing initiatives managed by the State office. These initiatives have been focused on secondary school students and include presentations, the 'Most Outstanding Accounting Student' award program and the ‘Meet the Leader’ event. I’m delighted to report that for the fourth consecutive year, the State office has been ranked as the most successful in Australia, with an 81% satisfaction rating with its service. Congratulations to the WA team! MEMBER CONTACT Council Council meetings continued to be held in external venues. These included Chamber of Commerce and Industry, Freehills, Ernst & Young, ASIC, William Buck, KPMG, AHG, Mallesons, Wesfarmers and Coogee Resources. Thank you to these organisations for their hospitality and support. Council, in conjunction with the State office, also participated in a number of forums with Chartered Accountants and other stakeholders to gain feedback from members and to build relationships with the broader business community in WA. Meetings included those with women Chartered Accountants, sole public practitioners, members involved in audit and small/medium size public practitioners. Our events also included contact with CPA Australia and the Office of the Auditor General. In August, the Institute’s National Board held a meeting in Perth, for the first time since 2002. The visit enabled a number of events to be convened, including a cocktail function with members at the University club, with both the State Treasurer, the Hon. Eric Ripper and Shadow Treasurer, Troy Buswell in attendance. The visit culminated in a breakfast event for the President, Deputy President and Chief Executive to meet with managing partners from public practice firms, business and community leaders to discuss the skills shortage. The Chartered Accountants in Business (CABs) panel also holds its meetings in external venues, providing them with an opportunity to meet with members working in commerce and industry executives. Meetings were held at Police & Nurses Credit Society, Synergy, Rio Tinto and RAC. Again, thank you to these organisations for their hospitality and support. As part of the Institute’s ongoing member contact program three sessions focusing on Chartered Accountants Program Candidates and those who have recently completed the Program were undertaken in November. Some of the themes explored in the focus sessions were:
- Reasons why graduates choose to commence their career in commerce or public practice
- Reasons why they choose the Chartered Accountants Program over the CPA Program
- The challenges faced when doing the Program in commerce
- Factors that motivate or inspire young (and future) Chartered Accountants
- What are the concerns and issues (i.e. “What is keeping you awake at night”) that you have as someone seeking to become a Chartered Accountant or as a recently qualified Chartered Accountant.
Back to top BRAND Media WA achieved 87 news items in 2006/07 (2005/06: 95). Topics included State Taxation, the Business Breakfast series and Daylight Saving. Once again, the Institute’s Federal Budget analysis was included in The West Australian newspaper in May. Our thanks to Deloitte, Ernst & Young, KPMG, PKF and RSM Bird Cameron for their continuing support. A new initiative this year involved the Institute and its members providing an analysis of the changes in State taxes in the WA State Budget with contributions from Bentleys MRI, Ernst & Young, KPMG, PricewaterhouseCoopers and RSM Bird Cameron. The Institute, in conjunction with The West Australian newspaper, also conducted a Tax Phone-In service in July to provide tips and hints in relation to personal, small business and rental property taxation to readers preparing their 2005/06 tax returns. A team of 13 Chartered Accountants were on-call to assist with more than 200 callers between 6.00pm and 9.00pm. Our thanks to the Chartered Accountants who volunteered their time and The West Australian’s Brett Lane for supporting the Tax Phone-In and making it such a success. The State webpage has continued to be popular with an average 200+ visitors per month. To keep members up to date with what’s happening we featured a number of events including our business breakfast series and sporting carnivals. Another feature of the web page is Noticeboard providing a free service for Chartered Accountants to place notices including requests for technical advice and support from fellow members; buying and selling practices. Council and State office member engagement activities are also detailed in Recall. W.S. Lonnie Awards The W.S. Lonnie Awards hosted by the Institute of Public Administration Australia are presented for excellence in State Government annual reporting. The Institute again sponsored a “Chief Financial Officer of the Year” award within the ‘Lonnies’. The Institute’s award was presented to the Chief Financial Officer of Western Power, Trevor James; at an event held on 21 June. We wish to thank the Office of the Auditor General, Rodney George CA and Richard Haselgrove FCA for participating in the judging of this award. The Hon. Wayne Martin, Chief Justice of Western Australia, presented the occasional address and new members received their Certificates from WA Board member Derek Parkin FCA. A successful one-day AIFRS Conference was held in March with around 190 delegates showing continued interest in this topic. Training and Development delivered 38 events representing approximately 216 CPE hours with more than 1,900 delegates attending. An average satisfaction rating of 83% was achieved. In-House Training services supplied by the Institute gained eight clients in the past year. Photo: 2006 CA Integrative 2 candidates EVENTS Merit Awards Ceremony The Merit Award ceremonies in December 2006 and June 2007 recognised 44 candidates across nine modules. Candidates in the top 5% of module results nationally are awarded a 'Pass with Merit'. The candidate who achieves the top mark for each module is awarded regional Candidate of the Module. The award for Candidate of the Year 2006 was Chintha Gamage. The Institute wishes to congratulate Chintha and all other awardees on their achievements in the Chartered Accountants Program. Graduate Presentations Chartered Accountants Program presentations to graduates were offered to outline the course structure, the significant changes and the many benefits of the Chartered Accountants Program. The Business Breakfast series, with an established reputation for high quality speakers and topics, continued to be strongly supported by members. The Institute delivered five events featuring Dr Chris Caton, Chief Economist BT Financial Group; Dr Mike Nahan, Chairman of the WA Opposition leader’s Housing Affordability Taskforce; Owen Hegarty, Managing Director of Oxiana Limited; Cliff Lawreson, Chief Executive, GRD Limited; and Andrew Reitzer, Chief Executive Officer of Metcash Limited. Over 750 members and their guests attended these five events. The Federal Budget Breakfast was also delivered with Professor Neville Norman once again providing an entertaining and thought provoking budget commentary, the breakfast was attended by over 250 members and guests. Sharing Knowledge Series 'Sharing Knowledge', a series of free briefing sessions for members included the following events:August - Professional Standards Act and the Institute Scheme, presented by GiGi Visscher CA of Freehills. September - Workchoices – where to from here? Presented by Marcus Humphreys of the WA Chamber of Commerce & Industry October - Anti-money laundering & counter terrorism financing reforms, presented by Richard Thomas of Deloitte November - Obtaining and enforcing brand protection tips and pitfalls, presented by Stephen Clune of Deacons and Richard Baddeley of Watermark. February - Relevance & Simplification of Standards, presented by Keith Reilly FCA of the Institute’s Standards Team June - Asset Protection, presented by Lucas Wilk and Adrian Chai of Blake Dawson Waldron.Young Chartered Accountants The Young Chartered Accountants committee support a number of events to engage with younger members and their peers in other professions. Each year they provide valuable assistance at our sporting events and the Institute's annual Quiz night. The event held in July raised just over $3,500 for Youth Focus.

In this regard, a second submission was made to the Curriculum Council regarding the revised AFCOS, the Institute also accepted a role on the AFCOS Assessment, Review & Moderation Panel and communicated with the Minister for Education, Hon Mark McGowan, expressing concerns regarding the structure, flow and content of the proposed curriculum and encouraging the delay of the Curriculum's introduction to beyond 2008. Thanks to Anne Tarca CA for supporting the Institute with her knowledge and insight. The Institute continuted its involvement in the State Taxes arena with Scott Grimley CA from Ernst & Young representing both the Institute and CPA Australia on the State Tax Review Reference Group. The Institute is also represented by members on liaison committees with regulatory bodies, and we thank them for their contribution on behalf of the Institute. - Office of State Revenue.
The Institute also sought to enhance its engagement with key Government regulators, which will be a continuing theme in 2007/08. In November, Council's meeting was hosted at ASIC, providing an opportunity to meet with the Regional Commissioner and his staff. In March, the Commissioner for State Revenue presented to Council on the topic of 'The Changing State Taxation Environment - Issues and Trends'. The Institute, together with CPA Australia also made a joint submission to the State Government on the Associations Incorporation Bill 2006 (the Green Bill). Careers Marketing highlights included:- Over 400 students attended the Vacation Employment Evening in August to speak to 22 employers offering paid vacation work experience
- Over 400 students attended the Employment Evening in March to speak with 32 employers
- Around 180 Year 12 students attended the inaugural Cadetship Evening in June 2007 to speak with 12 employers offering traineeships
- 69 Chartered Accountant speakers made presentations to tertiary and secondary school students to promote our profession and Careers Marketing events. More than 67 university lectures were visited with 26 secondary schools receiving a presentation by Institute speakers.
Photo: Steph Teo from Murdoch with Bethany Moffatt from PricewaterhouseCoopers at the Employment Evening Most Outstanding Accounting Student Award Program The Institute continued to expand its ‘Most Outstanding Accounting Student’ award program for secondary school students. The award involves the provision of $500 in funding, covering the granting of the prize for a period of five years. It is open to all secondary schools in WA (Perth metropolitan, regional and rural WA) where accounting is offered as a TEE subject. As at 30 June, 41 schools have taken up this opportunity including, St Mary’s Anglican Girls School, Duncraig Senior High School, Winthrop Baptist College, Aquinas College, Churchlands Senior High School, Hale School, Cyril Jackson Senior Campus, St Stephens School, Busselton Senior High School and Mount Barker Senior High School. It is envisaged that these initiatives will significantly enhance the Institute’s profile amongst teachers, parents and students in secondary schools and encourage more students to further consider a career in Chartered Accounting. Meet the Leader On 18 June the Institute, CPA Australia and Curtin University hosted a free accounting/business careers forum entitled ‘Meet the Leader’ at Technology Park in Bentley. The forum provided 180 Year 10 and 11 secondary school students with the opportunity to meet, network and talk with business leaders about their career, their day to day work activities and how they got to where they are today. Discussions with leaders allowed students to consider the following issues: - Why did you choose a career in commerce
- What are the strengths and weaknesses of a particular career
- What are the key things that a job does on a day to day basis both in the short term and as you gained experience
- Career prospects (eg. promotion)
- Financial and non-financial rewards (eg. overseas travel)
The event was a resounding success and the Institute would like to thank the eleven secondary schools for supporting this very worthwhile initiative as well as those Chartered Accountants who volunteered their time to be ‘leaders’ at the event. Back to top APPRECIATION Operating the most successful State office in Australia (again this year) from the viewpoint of members was achieved by having strong and committed constituents including the Council, Institute staff, members who volunteer their time and our sponsors. See Council, Committees and Volunteers List for year ended 30 June 2007 On behalf of the Council and members, I wish to express sincere gratitude to our General Manager, Con Abbott and the State office staff Mandy Clancy, Helen Clune, Amanda Collett, Claire Curnow, Tina Donovan, Liz Farrell, Amy Fidler, Sam Huigens, Brian Martin, Fran Ooi, Jacqueline Pace, Erin Pawson, Liza White and Jan Wood for their dedicated work in promoting the Institute and providing service to its members. Again during 2006/07 the WA office has continued to deliver a high standard of events, products and service to the membership and it is impressive to witness the effort and attention the staff put into providing these services. The Institute has again excelled during the year in hosting events including the Business Breakfast series, which featured Dr Christopher Caton (Chief Economist, BT Financial Group) and Andrew Reitzer (CEO of Metcash Limited), the Cadetship evening, Business Forum, Chartered Accountants Local News, ‘Sharing Knowledge’ series, Sporting events, ‘Meet the Council’ breakfasts, WA State web page and the Presentation of Certificates ceremony. The Institute exists because of its members and for the benefit of members. I thank the Chartered Accountants who have generously volunteered their time and knowledge in the advancement of the Institute for the benefit of all members. I also invite members to actively participate in Institute matters for the betterment and advancement of our Institute, for example: host a Council or CABs panel meeting; attend an Institute training & development seminar; respond to a survey; attend the annual general meeting; act as a Focus Session Leader; participate in a Careers Marketing event like the Employment Evening; volunteer your time to assist with government lobbying. It will be a rewarding contribution that will support the Institute to grow and prosper. I extend my sincere gratitude to my fellow Councillors who have supported me during my year as Chairman.
