Report of the Western Australian Council 2004 / 05

My fellow members, on behalf of the Western Australian Council and State Office, I am delighted to present our annual report. 
 
In 2004/05 the Council together with the State office has continued to provide a quality service to chartered accountants and again registered a high level of member satisfaction. This is particularly evident in brand promotion through the media, member contact activities, our membership services events, CPE and government lobbying.  
 
Each year, the Council adopts a focus, which it applies effort to achieve development and change in the Institute. In 2004, Council focused on governance and sought to raise the involvement and input of all Councils into the strategic decision-making of the Institute. In 2005, Council has encouraged the Institute to increase its focus on government lobbying and raising the profile of the Institute’s advocacy efforts and brand in the public domain.  
 
I’m delighted to report that for the second consecutive year, the State office has been ranked as the most successful in Australia, with an 82% (2004: 80%)satisfaction rating. Congratulations to the WA team! 
 
Council  
 
Council meetings continued to be held at external venues. These included Ernst & Young, The Law Society of WA, Horwath, FAL, Leeuwin Estate, KPMG, PKF, Clayton Utz, Pitcher Partners and Murdoch University. 
 
Council, in conjunction with the State office, also participated in a number of forums with members and other stakeholders to gain feedback from chartered accountants and to build relationships with the broader business community. Events included those with members in senior accounting, finance and company secretarial roles, financial planning specialists, chartered accountants involved in audit, partners from ‘Big 4’ firms and past State Chairmen and National Presidents. We also held meetings with CPA Australia, Australian Institute of Company Directors and the Securities Institute. 
 
The Chartered Accountants in Business (CABs) panel followed the Council’s lead and held their meetings at external venues in 2004/05, providing them with an opportunity to meet with members working in commerce and industry executives. Meetings were held at the Department of Treasury & Finance and Australian Capital Equity. 
 
In August, the Institute in conjunction with the CABs panel undertook a member contact initiative to identify issues impacting CABs in their business environment. The results from this research provided a feedback loop enabling CABs to identify issues causing them concern within their professional environment. 
 
The primary objective of the member contact initiative was to explore business issues that chartered accountants in business are currently facing and causing them problems both generally and in their particular industry.  
 
Four contact sessions were conducted as part of the initial exercise with 24 members participating across the following industry sectors:

  • Manufacturing  
  • Mining & Resources  
  • Property & Services  
  • Banking, Insurance & Financial Services.
 
Advertising Campaign 
 
The Institute launched the next phase of its brand campaign on 25 June. While the first phase sent a compelling message to differentiate the Chartered Accountant brand, phase two reinforces Chartered Accountants’ position as the leaders in the accounting profession, with our new tag line ‘Number One in Numbers’. The proposition of 'Number One in Numbers' is to make a strong statement that its Chartered Accountants knowledge, use and application of numbers that sets them apart.  
 
The ‘Number One in Numbers’ positioning acknowledges that numbers are the life-blood of business, and highlights the core strength of Chartered Accountants – their prowess with numbers.  
 
This campaign is running in print and broadcast media at a national level. 
 
Media 
 
WA achieved 88 news items in 2004/05 (2003/04: 92). Topics included State Taxation; the Business Breakfast series and ‘Daylight Saving’ survey. 
 
Once again, the Institute’s Federal Budget analysis was included in The West Australian newspaper in May. Our thanks to Deloitte, Ernst & Young, KPMG, PKF, PricewaterhouseCoopers and RSM Bird Cameron for their continuing support. 
 
State Web Page 
 
The State web page has performed well with an average of 300 visitors per month. To keep members up to date with what’s happening we featured a number of events including our Business Breakfast series, Council’s cocktail party event with members at the Art Gallery of WA and Christmas Lunch with AFL stars John Worsfold and Peter Bell. 
 
Another feature of the web page is CA Noticeboard providing a free service for chartered accountants to place notices, such as requests for technical advice & support from fellow members and buying & selling practices. Council and State office member engagement activities are also detailed in ReCAll.  
 
ADVOCACY 
 
Following a request by the State Treasurer, the Hon. Eric Ripper, the Institute presented a comprehensive submission to the Department of Treasury and Finance in relation to the Government’s program of reform of financial administration in the public sector. In order to provide an industry-based submission to the Government, input was sought from around 250 chartered accountants across CEO, CFO and senior accounting and finance positions.  
 
The Institute continued to provide comment in the media regarding State Taxation, which was particularly focused on the October announcement of cuts in state taxes. The Institute described any moves to dramatically cut state taxation “as an ad hoc response to the immediate political climate.”  
 
The Institute continued its call for an independent review of the State Taxation system to determine how to apply tax cuts sensibly across the state for the maximum benefit of the people of Western Australia and was delighted to see that in handing down the 2005-06 Budget, the Treasurer announced that the Government would be initiating a State Tax Review to shape tax reform over the next five years. 
 
The Institute is particularly grateful for the contribution of Scott Grimley from Ernst & Young in the State Taxation arena. 
 
The Institute continues to be represented by members on a number of liaison committees with regulatory bodies, and we thank them for their contribution on behalf of the Institute. These included:

  • Office of State Revenue.

Presentation of Certificates Ceremony 
 
Ninety-four new members attended the annual Presentation of Certificate Ceremony in October at the Sheraton Perth Hotel, together with more than 190 family members, colleagues and guests. His Excellency Lieutenant General John Sanderson, Governor of Western Australia, presented the occasional address.

Continuing Professional Education (CPE) 
 
Business Forum in May attracted 740 delegates, with the average satisfaction rating exceeding the benchmark 80%. The highest satisfaction rating sessions were:
  • Business Management: CFO of the Future – John Petty and Leadership for 21st Century Success – Dr Peter Ellyard  
  • Practice Management: Succession Planning – Greg Hayes

This year we introduced a stream of topics for chartered accountants who work in the minerals and energy sectors and these were also well received. Professor Neville Norman again presented the Federal Budget breakfast and received the highest rating at Business Forum – a spectacular 98%. The breakfast attracted 340 delegates. 
 
The Business of Wine – Uncork the Essentials, a one-day conference for chartered accountants who work in or consult to the wine industry was delivered for the first time in October 2004. It attracted 61 delegates and was evaluated well by those who attended.  
 
In 2004/05 the Institute delivered 40 CPE events equating to 226 hours, with 1,951 delegates attending throughout the year. Satisfaction rating with CPE events continued to improve with an average satisfaction rating of 85% achieved.  
 
Chartered Accountants Program 
1543 enrolments were received for the following modules completed from July 2004 to June 2005. This represents an 8.8% increase for the same modules reported in 2003-2004.

Orientation Evenings 
 
Two orientation evenings in September and February were delivered to over 300 new candidates, entering the CA Foundations module. 
 
2004 Candidate of the Year 
 
A morning tea celebration and presentation was held at KordaMentha in December to recognise Karen Price, who achieved the highest average mark for her CA Program and awarded WA’s Candidate of the Year. 
 
Merit Awards Ceremony 
 
The Merit Award ceremony in March recognised 28 candidates across six modules who achieved in the top 5% of national results.  
 
Graduate Presentations 
 
Graduate presentations were delivered to Office of the Auditor General, Grant Thornton, Haines Norton, MGI Bridge Partners and Gooding Pervan in January and February to communicate the benefits of the CA Program and to inform graduates and their employers of the CA Program’s structure. 
 
Towards 2007… 
 
Changes announced in June will see a transitional timetable from 2006 with new technical modules and further changes occurring in 2007. A summary follows:
  • No CA Foundations module from 2006 
  • Four new technical modules (plus CA Integrative): Taxation, Audit & Assurance, Management Accounting & Analysis and Financial Accounting & Reporting (2007) 
  • Trimester, with technical modules offered twice a year (2007) 
  • Nine months mentored work experience (from 2007) 
  • Opened to non-accounting graduates via a diagnostic test (2006) 
  • An exemption in the Taxation module, where a candidate holds Masters of Tax or completed Institute accredited tax training (2007).
 
 
Membership Services 
Business Breakfast Series 
 
The Business breakfast series has always attracted high profile leaders, and 2004/05 continued the trend with presentations by Trevor Coates (CEO, Foodland), Bob Every (Managing Director OneSteel), Chris Caton (Chief Economist, BT Financial Group) and Andrew Lindberg (Managing Director, AWB).  
 
Sharing Knowledge Series 
 
The Sharing Knowledge series, a free service to chartered accountants, presented the following events:
  • Dirk Feinauer of Feinauer & Associates: on doing business overseas, focusing on creating, maintaining and enforcing legal rights overseas or involving overseas parties.  
  • Dr Tim Mazzarol, Director of the Centre in Entrepreneurial Management and Innovation at the University of WA: on innovative and strategic decision making within small to medium enterprises.

Young Professionals 
 
‘Young Professionals’ is an active Institute committee who plan a number of events to engage with younger chartered accountants and their peers in other professions. Each year they provide valuable assistance at our sporting events and in addition support an annual Quiz night. Last year’s event in October raised around $3,500, which was donated to Osborne Park hospital’s neonatal unit.

Chartered Accountants Advisory Group (CAAG)  
 
 
The Institute's Chartered Accountants Advisory Group (CAAG) has assisted a number of members deal with the challenges and stress of issues that arise both in the arenas of public practice and commerce.  
 
Operating in all Australian states, CAAG offers counselling and support to Institute members on ethical and professional matters. CAAG is comprised of senior Chartered Accountants with a vast array of experience across the spectrum of our profession who are able to provide empathy, advice and support.  
 
In the spirit of a true profession where members help one another and put back something of what they have received, the individuals on CAAG are available to offer guidance to members on a free and confidential basis. The Group will address the following type of matters:
  • pressure to act unethically  
  • becoming aware of fraud or unethical conduct  
  • facing legal action  
  • guidance on the Institute’s disciplinary process  
  • practice management  
  • career guidance  
  • partnership and career problems - relationships and financial  
  • client issues such as independence, conflict of interest, and disputes with and between clients  
  • succession planning  
  • career options including the pros & cons of going into public practice, joining a partnership or purchasing a practice  
  • arranging temporary assistance to a practice in dire circumstances such as through the death of a sole practitioner. 
     
    Careers Marketing 
     
    Careers Marketing highlights included:
    • The launch of the 'Fly Higher' website in July, through a coffee launch at Curtin University and the University of Western Australia and through our CA Speakers. 
       
    • Over 500 penultimate year students attended the CA Vacation employment event in August, to speak to 14 CA firms offering paid vacation work experience. 
       
    • Over 400 final year students attended the CA Graduate Employment evening in March 2005 to speak with 27 employers – a record number of employer participants. 
       
    • 36 CA Speakers made presentations to tertiary students during more than 50 lectures at the five Perth universities throughout the year, promoting the chartered accounting profession.

    Appreciation 
     
    Operating the most successful State office in Australia from the viewpoint of members was achieved by having strong and committed constituents including the Council, Institute staff, members whom volunteer their time and our sponsors.  
     
    The delivery of this quality service and achieving a healthy level of member satisfaction in Australia is the result of a dedicated and generous membership, Council, and Institute staff. 
     
    On behalf of the Council and members, I wish to express sincere gratitude to Con Abbott and his State office staff for their dedicated work in promoting the Institute and providing service to its members. Again during the year the WA office has continued to deliver a high standard of events, products and service to the membership and it is impressive to witness the effort and attention the staff put into providing these services. 
     
    The Institute has again excelled during the year in presenting/hosting/promoting events including the Brand campaign, Business Breakfast speakers, Vacation Employment evening, Business Forum, CA Local News, ‘Sharing Knowledge’ series, Sporting events, ‘Meet the Council’ breakfasts, the WA State web page and the Presentation of Certificates ceremony. 
     
    The Institute exists because of its members and for the benefit of members. I thank the members who have generously volunteered their time and knowledge in the advancement of the Institute for the benefit of all members. I invite all members to actively participate in Institute matters for the betterment and advancement of our Institute. It will be a rewarding contribution. 
     
    I extend my sincere gratitude to my fellow Councillors who have supported me during my year as Chairman. The Council is a very strong and talented team of members committed and dedicated to advancing the best interests of the members in WA, nationally and internationally.
